Add Symfony Deprecation Contracts package

- Created CHANGELOG.md to maintain version history.
- Added README.md with usage instructions for the trigger_deprecation() function.
- Initialized composer.json for the Symfony Deprecation Contracts library, specifying dependencies and autoloading.
